I have the pilot on tape at home, which doesn't have this opening at all, but is actually surprisingly close to Martin Caidin's original novel, in which the government involvement was considerably more sinister. When they made it into a regular show, they dumped the creepy government guy, and brought in the kinder, gentler Oscar Goldman so you'd know Steve was working for The Good Guys.
