Is Inky afraid of ceiling fans in general, or just when they're on? It might be that there's a constant downward breeze on her back or face, and she can't figure out where it's coming from. Try using the fan on reverse setting, so the air is coming off the walls.
Also, if it's just when the fan is turning, does the speed make any difference? There might be a flicker pattern she is picking up that hoomanz can't detect.
