Burst effects everything in it. Capture/contain effects (or anything that specifies "ghosts") only impact ethereal creatures. Gadgets don't read intent like priest spells do. ;)
Swapping out gadgets is covered in the Brains class. Basically to build gadgets you have to scrap old gadgets for parts, which takes 2 hours per gadget slot modified. At 10th level, you get the "perfected" ability which allows you to fabricate a certain number of "persistent" gadgets that never go away.
From a game mechanic POV, this is because gadgets basically fill the space of wizard spells in a fantasy game, and as such the pool of what you have available is similarly limited. :)
I might add an "only affects ghosts" modifier for damage dealing, but that would probably be a Genius level or higher effect. I'm also considering just removing the ultimate size. I'm not sure I really want gadgeteers to be able to build a trap big enough to capture four StayPufts at once. ;D
