Small error in the pdf, TG.

A Tie Fighter has a Starship Scale move of 5, not 16. The 16 would be in character scale speed, not starship scale.

But yeah, Ties still outrun "Katie", but then again, Ties are very breakable.

You're correct. I'm still getting used to the stat block -- I do wish they'd default to starship scale for starships!
