This sounds like conversations I've had. Basically, it comes down to a person unwilling to take responsibility for making a decision, but also unwilling to go along with the decision of anyone else.
For instance, my wife told me to go out and get some floor lamps for the family room. I asked her what kind, she said she didn't care, and I could choose. So, I got a pair of white halogen floor lamps. She hated them, and told me to take them back, which I did. Not a month later, she asked me to buy lamps again, and I said no, not without her there. So, she went out and bought...a white halogen floor lamp. *facepalm*
