Well, your comments and discussion touched upon her looking a bit masculine. The eyebrows and nose width seem to be my main comments facially, but I do believe the biggest help would be a longer neck. The shorter neck emphasizes the shoulders a lot, while a longer one would be a little more elegant.
I do like that she's fairly muscular, and still has the long hair and feminine top. Tough but still obviously a woman.

It's definitely a burly neck for a gal, even a butch muscly gal. That could probably stand a little modifying.

Her head design was lifted almost totally off of Nala from The Lion King, except with larger eyes. Ironically, that seems to have magnified the size of her eyebrows as well. I will try smaller eyebrows and a slightly more dainty nose next time around (although I don't want to lose too much of her roughness).

I like her existing "butch" look a lot. I don't know, maybe I just like that she doesn't look at all stereotypical.

The top of her hair looks more green than blue on my computer at home home and my phone -- is that intentional or a color display fluke?

That's working as intended. Her hair should be a gradient of green to blue. :)
