Sometimes, it worked for the fifth doctor in Resurrection of the Daleks, it also worked for Ace in Remembrance of the Daleks.

But it failed in Remembrance of the Daleks for the soldiers, it was the nitro nine that took out that Dalek. It also failed in the new series with a paint ball gun, the Dalek simply cleaned it's eye :P
